The following opinion will be discussed and adopted:

First discussion and adoption:

  • Enhancing EU regional agricultural competitiveness: A comprehensive strategy integrating equitable trade conditions and phytosanitary security - Carlos MAZÓN GUIXOT (ES/EPP)

This own-initiative opinion will delve into some of the most pressing challenges in the agri-food sector, such as regional agricultural competitiveness, sustainability, resilience and equitable trade.

Within the context of ongoing geopolitical tensions, global trade disruptions and increasing phytosanitary threats, a comprehensive and region-specific approach is seeking to contribute to the EU agricultural sector's resilience and growth while aligning with the EU’s sustainability goals.

The opinion will be articulated around 3 axes: Ensuring Equitable and Fair Trade and Market Access; Strengthening Phytosanitary Controls and Innovation; Empowering Producers and Enhancing Collaboration.

  • Fair working conditions in agriculture: the local and regional perspective - Karine GLOANEC-MAURIN (FR/PES)

As of 2020, an estimated 8.7 million people were reported to be employed in agriculture. However, when considering the entire unregulated workforce, the agricultural labour force is significantly larger, estimated to encompass around 17 million people.

The shortage of workers in agriculture in Europe has been a recurring issue in recent years. Moreover, health problems among farm workers are numerous. Finally, an ever-growing share of the EU’s agri-food salaried workforce is composed of Seasonal and migrant workers (both intra or extra EU), as highlighted most vividly during the pandemic. Such workers may find themselves vulnerable to abuses or have insufficient access to basic services.

This own-initiative opinion presents a strategic approach to address all these challenges in a systematic and forward-looking way within the context of the CAP.
