The call for expression of interest to become a member of the Subsidiarity Expert Group is now open!

What is the Subsidiarity Expert Group?

The group consists of local and regional subsidiarity experts across the EU Member States, who supports the activities of the Better Regulation and Active Subsidiarity Steering Group (BRASS-G) and the CoR's consultative works. 

BRASS-G was established in 2022 by the CoR Bureau, to coordinate better regulation and subsidiarity activities. As part of a broader effort to enhance better regulation, BRASS-G proposed integrating expert groups into a 'Single Pool of Experts' to strengthen local and regional involvement in EU legislation. This initiative aims to develop a refined policy and toolbox for the 2025-2030 term of office.  Once selected, the Subsidiarity Expert Group is endorsed by BRASS-G.

Why become a member?

Local and regional authorities play a crucial role in shaping and implementing EU policies. Their participation in policymaking is essential to ensuring that EU legislation is effective and aligned with the realities on the ground.

By joining the Subsidiarity Expert Group you can:

• Contribute to the CoR annual Subsidiarity Work Programme, by recommending priority initiatives from the European Commission annual Work Programme to be subject to subsidiarity analysis 
• Provide subsidiarity assessments (submitted ahead of the adoption of the CoR opinion) on initiatives adopted in the CoR Subsidiarity Work Programme
• Provide spontaneous subsidiarity assessments on EU policy and legislative proposals
• Participate in the CoR biennial Subsidiarity Conference

Who can apply?

• Experts from regions with legislative powers
• Experts from local and regional authorities without legislative powers
• Experts representing national or European associations of local and regional authorities
• Experts representing CoR national delegations

Members are selected based on their expertise in subsidiarity and their strong background in EU law.
