The European Committee of the Regions (CoR) is drafting an opinion on "Reinforced quality framework for traineeships".
This opinion will reflect on the recently published Traineeships Directive (COM(2024) 132 final - 2024/0068 (COD)) and the proposal for a Council Recommendation on a reinforced Quality Framework for Traineeships (COM(2024) 133 final).
The opinion is scheduled for adoption at the SEDEC commission meeting of 27 June 2024 and at the CoR Plenary Session of 8/9 October 2024.
The rapporteur of the opinion, Mr. Dimitrios BIRMPAS (PES/Greece), Municipal Councilor of Egaleo, would be happy to meet with representatives of your organisation and other important stakeholders for a consultation on the future of traineeships to gather the different points of view and discuss the main issues.
During the stakeholder consultation, the rapporteur will put the following questions to the participants on:
Local Implementation of Learning Objectives
How can local and regional authorities collaborate with traineeship providers to ensure that the learning objectives of traineeships are effectively aligned with local economic needs?
Monitoring and Quality Assurance at the Local Level
What mechanisms can local and regional authorities implement to foster quality standards in traineeships to enhance skills development and employability?
Supporting Inclusivity and Accessibility
How can local/regional policies be shaped to support inclusivity in traineeships, including in rural areas and the participation of people from vulnerable groups?
Fair Working Conditions and Compensation
What criteria could be established to define fair working conditions and compensation for trainees to reflect the cost of living and economic conditions in different regions and cities?
How can local and regional authorities stop the abusive use of traineeships, substituting proper jobs?
Facilitating Cross-Border Traineeships
What can local and regional authorities do to facilitate the logistical and administrative aspects of cross-border traineeships for both trainees and providers?
How can cities and regions contribute towards the formal mutual recognition of traineeships?
Ensuring Post-Traineeship Employment Opportunities
What strategies can local and regional authorities employ to encourage businesses to convert traineeships into permanent employment opportunities?
Engaging Local Stakeholders
In what ways can local and regional authorities actively involve educational institutions, employers and social partners in shaping the traineeship landscape?
The consultation is designed to facilitate a comprehensive review of the changes proposed through the Directive and the Recommendation, engaging stakeholders in a constructive dialogue to refine and improve the framework for the benefit of all parties involved.
