Evolving road mapping is a procedural framework that enables a wide range of regional stakeholders to actively shape climate change adaptation and jointly develop a tailor-made climate change adaptation road map with objectives, strategies and measures.


The road map process consists of five steps to be carried out by the stakeholders involved:

  • clarifying what the project will involve, including political support;
  • scoping, focusing on the areas to be addressed;
  • forecasting, aligning the desired future with the anticipated future using guiding principles, development goals and climate scenarios;
  • backcasting, developing strategies and measures by working backwards;
  • creating the road map and receiving political feedback.


Evolving road mapping's strength lies in its integrated approach of tailor-made tools and methods:

  • The evolving road mapping process enables intelligent, systemic, co-productive and inclusive stakeholder dialogues at regional level.
  • The process promotes capacity building and establishes regional cooperation, enabling the evolving road mapping method to be implemented autonomously.
  • A detailed climate impact assessment is carried out for the entire region, with the possibility of zooming in on individual blocks of buildings.
  • Monitoring enables measures and their implementation to be reviewed.
