In a context of geopolitical instability and growing territorial inequalities, cities remain underrepresented in EU decision-making, often acting as policy implementers rather than co-creators.

Launched in May 2025 by the City of Barcelona, with the support of CIDOB and Fundació Catalunya Europa, the Local Europe Working Group developed a shared agenda to strengthen cities’ role in European governance.

This session presents the findings of its report, “Local Europe: Proposals for a Union that Delivers for Cities and Citizens”, featuring 31 recommendations to reform EU governance and funding, strengthen local capacities, and advance urban priorities such as housing, climate adaptation, and innovation.

The European Committee of the Regions is hosting the event but is not responsible for its content.
