Dr Mark Speich (DE/EPP), Secretary of State for Federal, European and International Affairs and Media, North Rhine-Westphalia, will hold a stakeholder consultation on Monday, 12 February 2024, from 13:30 to 15:00 in the framework of the preparation of the CoR opinion on 'Active subsidiarity: a fundamental principle in the EU better regulation agenda'.

The debate on EU decision-making and the principle of subsidiarity is topical in view of the next institutional mandate. It's therefore crucial to ensure that local and regional authorities and the CoR are at the forefront of innovative proposals to ensure more effective decision-making and policy delivery, with their increased participation in all stages of the decision-making process.

The consultation aims at providing the rapporteur with comments and suggestions in view of the elaboration of the opinion, to be adopted at the CoR Plenary on 18-19 June 2024.

The consultation is open to members of the CoR Better Regulation and Active Subsidiarity Steering Group (BRASS-G), representatives of local and regional authorities and their relevant associations. Experts, officials of EU and international institutions and think tanks are also invited to contribute.

The consultation is organized in hybrid format. It will take place in person, at the CoR premises in room JDE51, and online on Teams. The consultation will be held in English only, without interpretation.

A networking lunch will be available in front of the room as of 13:00.

Attendance is by invitation. Parties interested in participating are invited to register by 4th February 2024 at midnight, through the following EUSurvey.

Contributions in writing (max 2 pages) can also be sent to civex@cor.europa.eu
