The Commission for the Environment, Climate Change and Energy (ENVE) brings together mayors, local councillors and regional representatives to discuss the local challenges in the field of the European Green Deal, environment, biodiversity, circular economy, water resilience, zero pollution, climate change and energy.

What we do

The Commission for the Environment, Climate Change and Energy (ENVE) is responsible for work on green transition policies, through its rapporteurs, and active engagement of members on the ground. This helps the CoR fully play its advisory role in the relevant EU legislative and political process.

Green Deal Going Local

Green Deal Going Local is a flagship initiative of the European Committee of the Regions that aims to place cities and regions at the heart of the EU’s transition to climate neutrality. 

Part of the ‘resilience’ priority of the CoR, Green Deal Going Local is a political engagement and communication campaign that has been running since 2020.

Green Deal Going Local Working Group

The Green Deal Going Local Working Group is a political working group composed of 14 local and regional leaders and chaired by Markku Markkula (FI/EPP), Member of Espoo City Council. The working group provides crosscutting feedback on numerous policy areas of green transition, and supports tcities and regions with a set of communication and engagement tools to reach their green transition objectives. 

Covenant of Mayors Ambassadors

The Covenant of Mayors for Climate & Energy is the world’s largest initiative for local climate leadership. In Europe, 27 CoR members serve as national ambassadors to promote the initiative in every EU Member State. In addition, ENVE members represent the CoR on the covenant’s political boards at European and global level.

CoR Climate Pact Ambassadors

The ENVE Commission plays a key role in the European Climate Pact, driving local action and citizen engagement to combat climate change and make the EU more sustainable. CoR members can join this initiative as CoR Climate Pact Ambassadors. Through this network the CoR supports ambassadors in hosting local events to raise awareness, share knowledge and accelerate climate action locally.

Zero Pollution Going Local

The ENVE Commission is in charge of co-managing the Zero Pollution Stakeholder Platform together with the European Commission. Launched in 2021, the platform is co-chaired by the European Commission and the Committee of the Regions (CoR). It was set up to help achieve the zero pollution ambition in dialogue with actors from different communities and areas of expertise, including local and regional authorities.

ENVE engagement at global level

At global level, the ENVE Commission is responsible for coordinating the CoR delegation to the UN conferences (COP) on climate change (UNFCCC) and biodiversity (CBD) and the global SDGs summits.
