Objective

to prioritise health promotion and healthy living across the whole range of municipal and regional policies, such as urban planning, mobility and transport, early childhood and education and long-term care;

to draw attention to the social determinants and health inequalities in the EU and to advocate for a stock-taking report on this matter

to retain health as one of the key priorities for the next mandate and to protect the EU4Health budget from annual and mid-term cuts;

to encourage townhalls to promote walking-friendly and cycling-friendly communities with safe, attractive and accessible public open spaces

to demonstrate that green spaces yield positive effects on both short-term and long-term mental health outcomes;

Impact

The opinion, requested by the Spanish Presidency of the Council, supported the advocacy work of the the Spanish Presidency promoting the model of the Healthy Cities Network in the EU, through which municipalities receive support and subsidies to implement health promotion strategies.

There were some fifty technical andpolitical meetings realted to health under the Spanish Presidency and the opinion's content was connected with the themes of may of them - from mental health through communicable diseases and cancer to health and environment.

The Rapporteur also presented the position of the CoR to the high level Ministerial Conference on Health and Environment, held by the UN WHO Office for Europe in Budapest, Hungary.

Essential points

THE EUROPEAN COMMITTEE OF THE REGIONS

• calls on all elected representatives to include health considerations in their policy-making processes and to prioritise health promotion and healthy living when deciding on urban planning and the built environment, parks and recreation facilities, mobility and transport, early childhood and education, long-term care and many other sectors;

• calls on the European Commission to commission a new edition of the outdated 2013 report on social determinants and health inequalities in the EU;

• calls on the European Parliament, ahead of the 2024 elections, to scale up action to promote public social, physical and mental health, prevention and equity and to retain health as one of the key priorities for the next mandate;

• calls on the Member States and the EU institutions to prioritise health promotion, protection and prevention in the discussion on the midterm review of the MFF and the EU4Health programme;

• calls on the Member States to further strengthen health promotion and disease prevention and to clearly communicate the social and economic advantages of preventive health care expenditure;

• calls on municipal councils to promote and facilitate urban design strategies that can create walking-friendly and cycling-friendly communities with safe, attractive and accessible public open spaces and reiterates that green spaces yield positive effects on both short-term and long-term mental health outcomes;

• calls for more funding for local and regional substance use prevention and harm reduction programmes.
