You are cordially invited to stakeholders' consultation organised by the European Committee of the Regions in the framework of the preparation of the CoR opinion on "2030 Consumer agenda", following the publication of the European Commission communication on 19 November 2025.
The Consumer Agenda establishes a new strategic framework for EU consumer policy, setting out concrete priorities and actions for the next five years. The agenda is articulated around four priority areas: action plan for consumers in the single market, digital fairness and consumer online protection; sustainable consumption as well as effective enforcement and redress. Protecting vulnerable consumers, simplification of consumer protection rules and reducing administrative burden are cross-cutting priorities that apply throughout the entire Agenda.
Rapporteur Adam CISZKOWSKI (PL/ECR), Mayor of Halinów in Poland, would like to collect your views on the Agenda's objectives and proposed actions, more particularly on the following questions:
- What are the key issues for which EU, national and regional consumer policy should be better prepared?
- What should be the main priorities for consumer policy in the coming years?
- Consumers are increasingly exposed to many challenges, such as unsafe products or unfair commercial practices online. How can consumers best be given the same protection online and offline?
- Vulnerable consumers are particularly vulnerable to unfair practices. Which sources of vulnerability, including poor IT or financial skills, aggressive marketing practices targeting young children; social media algorithms designed to maximise engagement, exploiting vulnerable consumers – do you consider as particularly relevant? How to address these vulnerabilities?
- How to promote more sustainable consumption at EU level? How to respond to the surge in e-commerce imports from non-EU countries and to unsustainable business?
The consultation will take place at the CoR premises, meeting room VMA21 and will be held in English and Polish.
