Objective
Strengthen the role of cities and regions in implementing EU energy policies, ensuring that local authorities have the tools, resources, and governance structures needed to deliver Europe’s climate and energy ambitions effectively.
Tackle social inequalities arising from the energy transition by promoting energy efficiency, renewable energy and benefit-sharing mechanisms. Empower citizens, SMEs and vulnerable consumers to participate actively in the clean energy transition.
Foster stronger coordination across all levels of government and reinforce international energy diplomacy. Use platforms like COP30 to promote cooperation, deliver Europe’s message, and support a global, fair and local-driven clean energy transition.
Impact
The CoR opinion called for the acceleration of permitting for renewable energy projects, identifying administrative delays as one of the main obstacles to timely deployment. It also proposed the establishment of an EU-wide digital permitting system to reduce bureaucracy and support faster approvals at local level.
In line with the CoR’s proposals, the European Commission has responded swiftly by introducing measures to simplify and accelerate permitting procedures. The CoR’s priorities on simplification, acceleration, and digitalisation of the permitting process are shared by both the European Commission and the European Parliament.

- urges the Member States to actively participate in the EU’s Energy Poverty Advisory Hub, to strengthen local support, share best practices and enhance the capacity of LRAs to assist vulnerable households;
- emphasises the key role of long-term power purchase agreements (PPAs) in ensuring a stable renewable energy supply and reducing exposure to price volatility; calls for broader use of PPAs by local and regional authorities;
- notes the establishment by the Commission of the Energy Union Task Force in June and underlines the importance of the local and regional perspectives on key areas of the Task Force’s activity.
