The initiative will contribute to the economic recovery (strengthening the green and digital transition through clean and efficient generation and use of energy). It will support the building of a local energy community and the development of local competences and initiatives generating new jobs.
The Słupsk Bioenergy Cluster (SKB) initiative, which has been in place since 2017 and brings together 19 stakeholders, is a platform for energy initiatives and for development of local energy based on distributed generation sources. In 2018, the Ministry of Energy singled out the Słupsk cluster as being in the top 10 pilot clusters. SKB has every chance of becoming a model bioenergy island in the country. The cluster council has developed a concept for the development of local energy based on photovoltaic and wind installations, and gas and biogas co-generation. The area covered by the project includes the city and municipality of Słupsk and the municipality of Kobylnica. The cluster's generation potential is over 15 MW of electricity capacity in renewable energy sources, consisting of 1.2 MW in biogas, 14 MW in wind and 195 kW in solar power. The cluster's generation potential in terms of heat output is 1.5 MW in biogas and 190 MW in conventional sources.
Within the Słupsk Bioenergy Cluster, the use of waste as an energy raw material will be increased in order to meet heat and electricity generation needs, building a circular economy.
Waste energy will be used thanks to the development of a district heating and energy network of more than 20 km. The joint implementation of a heating and electricity investment will make them more effective and support the operation of DSO distribution networks.
The cluster will seek to increase the local balancing of energy demand by expanding the energy storage capacity in biogas, by regulating demand and by creating a system for balancing energy production and consumption in the area covered by the project. These actions will improve the efficiency of energy sources. The project will enable the Słupsk region to implement its low-carbon economy plan.
