Your job and responsibilities

Interested in EU policies and the role of regions and cities? Like to help your colleagues in making the voice of regional and local politicians heard at EU level?

We are looking for a Seconded National Expert (SNE) to join our team working on cohesion policy, with experience in one or more of the following: preparation and/or negotiation of legislation relating to cohesion policy; preparation, negotiation and/or implementation of cohesion policy programmes; monitoring, reporting and/or evaluation of cohesion policy programmes; urban and spatial planning; and/or housing. 

 As a policy officer, you will be responsible for following this key policy priority of the European Committee of the Regions (CoR), supporting members in this field, engaging with a multitude of stakeholders, reaching out to other EU institutions and thinking creatively about how to achieve CoR objectives. Together with other colleagues, you will be in charge of analysing developments in the field, following its implementation and developing and responding to proposals for legislation. For this, you will also closely follow the work of the European Commission, the European Parliament and the Council of the EU. It will be expected that you are aware of all relevant decisions taken and prepared by the co-legislators.

You will be working closely with members of the CoR, but also with Member States of the EU and staff of other EU institutions. You will provide members in the CoR with written and oral assistance (preparing policy analyses, organisation of events, voting lists, draft reports, etc.). You will help to organise the work of the COTER commission by providing the information needed to draft agendas, notes for the chair, minutes, etc. You will foster contact between CoR members and other EU institutions, and with other relevant stakeholders. You will take part in expert groups and interinstitutional working groups on behalf of CoR.

Eligibility and selection criteria

Candidates for an SNE position must meet the following eligibility criteria:

  • Be employed by a national, regional, or local public authority or an intergovernmental organization;
  • Have worked for at least three years, full-time, in an administrative, scientific, technical, advisory, or supervisory post;
  • Be nationals of a Member State of the European Union or a candidate country for accession;
  • Have been in the service of their current employer for at least twelve months; and
  • Be able to prove that their employer will continue to pay their salary, maintain their established or contractual employment status and guarantee their social rights and benefits, particularly as regards to social security and pension rights, throughout the period of secondment.

Candidates should fulfil the following selection criteria:

  • You have a university degree or professional experience of an equivalent level in one of the following areas: law, economics, public policy, public administration, economic development policy, geography.
  • You have specific knowledge and relevant experience in the area(s) of cohesion policy, urban and spatial planning and/or housing. 
  • You have a thorough knowledge of one of the official languages of the European Union and a satisfactory knowledge of another of the EU official languages. For functional reasons, a high level of English is required and a good level of one other EU language, ideally French, is desirable.
