In view of his work on preparing the draft opinion on the Industrial Accelerator Act, Mr Willy Borsus (BE/Renew), Member of the Municipal Council of the City of Marche-En-Famenne, warmly invites you to take part in this written consultation.
The questions for this consultation include:
- How can Local and Regional Authorities (LRAs) make the most meaningful contribution to the success of the Industrial Accelerator Act (IAA), and how can their involvement be maximised for greater impact?
- To what extent could this proposal lead to additional administrative burden for public authorities, in particular at local and regional level, and other relevant stakeholders? What would you propose for an easy to use “Made in EU” approach for public procurement?
- What could be the impact of the IAA on the costs of public procurement and, more broadly, on the finances of local and regional authorities?
- What criteria should guide the designation of industrial acceleration areas to ensure transparency, efficiency and territorial balance? How should LRAs be involved in selecting sites and governance of acceleration areas? What examples of effective collaboration and multi-level governance between the regional and national level exist in supporting designated industrial zones and what could be implemented at EU level?
- How can the IAA better ensure a level-playing field across regions, in particular in the designation of industrial acceleration zones? What impacts do you foresee for 'non-acceleration' areas?
- In what ways does the IAA address the main challenges and opportunities for Europe's strategic sectors from your perspective? Where do you foresee the greatest implementation challenges for stakeholders in the execution of the IAA?
- How can this new Act be linked to other European regulations? What funding could be activated?
- Are European industrial capacities and supply chains now sufficient to meet the new requirements (e.g Union-origin and low-carbon criteria) set by the IAA? Is the proposed timing, including the stagnated roll-out of requirements for net-zero technologies, tenable? To what extent could labour availability and skills constraints affect project implementation?
- Given the new conditions for foreign direct investment, how can the IAA ensure that new investments deliver durable local value?
