On 14 May 2024, from 14h30-16h30, the ECON secretariat organises a stakeholder consultation for the opinion of rapporteur, Ilpo Heltimoinen (FI/ECR) on "Shock-proofing European regions: Strengthening local and regional economic resilience in the strategic evolution of the Single Market".  

As the EU continues to cope with the consequences of recent economic shocks and crises, which often have an asymmetrical regional impact, economic resilience is high on the agenda. It refers to the ability of an economy to withstand and recover from various shocks, stresses, and disturbances, as well as the ability to adjust to changing circumstances in general. 

Given the relevance of economic resilience for local and regional authorities, the CoR is preparing an opinion on this topic. The opinion is scheduled for adoption at the ECON commission meeting of 4 July 2024 and at the CoR Plenary Session of 8/9 October 2024. 

The stakeholder consultation is aimed at providing the rapporteur, Ilpo Heltimoinen (FI/ECR), with your views, comments and suggestions to inform his opinion. 

Representatives of the European Commission's Joint Research Centre and of the HÉTFA Research Institute will take part in the event. 

During the stakeholder consultation, the rapporteur will put the following questions to the participants:

  1. What determines a region's economic resilience?
  2. Are regions' and cities' economies prepared to face future crises?
  3. Has the EU's response to crises, such as COVID-19 and Russia's military aggression against Ukraine, strengthened regional economic resilience within the Single Market?
  4. How can local and regional authorities contribute to and benefit from the EU's strategic foresight efforts that aim to build up resilience?
  5. What (additional) resilience criteria should be incorporated into existing and future EU funding schemes and policy tools to promote resilience?
  6. How can the EU ensure better synergy between existing resilience related policy instruments?
  7. What specific new Single Market related policy tools should the EU put into place to promote regional economic resilience?
  8. Does the recently published Letta report on the future of the Single Market (sufficiently) address the issue of regional resilience?
