Impact

On 12 October, the rapporteur took part in a high-level panel debate on "Investing in the European tourism ecosystem of tomorrow" at the European Tourism Convention, organised by DG GROW. The Convention (http://www.tourism-convention.eu/) had as speakers Commissioner Thierry Breton​, CEOs of major companies in the field and key policy makers. The event was organised with the goal to deliver the "first steps towards a comprehensive European policy framework for tourism, with shared priorities to underpin investments, support and facilitate cooperation among Member States and to mobilise industry around our political priorities".

Highlighting the CoR opinion on sustainable tourism, Mr Cardenete addressed the issues of public investment and new opportunities for the industry. He mentioned the tourism sector's urgent liquidity needs in the short term and the need to invest in sustainable tourism and diversify regions' tourism portfolios in the longer term. He also stressed the need for partnerships in the European Commission's upcoming Tourism Agenda 2050 for sustainable recovery. Regions should play a key role in the strategy, as they are close to the situation on the ground and have the possibility to adapt, Mr Cardenete concluded.

THE EUROPEAN COMMITTEE OF THE REGIONS

 reminds the Member States and the EU institutions of the importance of allocating sufficient financial resources to save the sector and of developing a long-term European tourism policy for a sustainable, quality tourism industry, based on respect for the environment and the fight against climate change;

 maintains that now it is time to take action and focus on how to improve the present tourism and transport models, ensuring that they are fully sustainable from the social, economic and environmental perspective and using the crisis to spark a debate that will lay the foundations for resilience and sustainability in times to come in the tourism and transport sectors;

 welcomes the EU's swift response in coming to the rescue of tourism and transport, in particular the European Commission's communication on Tourism and transport in 2020 and beyond and its accompanying recommendations and guidelines;

 urges the Commission and the European Parliament to include in the next European statistical programme systems and monitoring tools that are better tailored to meeting the specific needs of regions and cities, allowing for proper traceability of the tourism policies implemented;

 proposes drawing up a new European Sustainable Tourism Framework, aligned with the Green Deal and the UN 2030 Agenda, taking account of relevant regional strategies;

 calls on the European Commission to look into the possibility of setting up a dedicated directorate-general for sustainable tourism, and likewise asks the European Parliament to give thought to establishing a special parliamentary committee focused on sustainable tourism.
