The shared model of governance as a way to approach the prevention and reduction of food loss and waste has been the way to work in Catalonia since the beginning. The great results of this approach guarantee that it will be the way to continue working on these matters.
During the last years, the Catalan government has made great efforts to address the prevention and reduction of food loss and waste with an inclusive approach and a shared model of governance.
Recently, the Catalan Parliament approved by unanimity the Law 3/2020 of March 11th on Food Loss and Wastage Prevention. This is a pioneering law, as it is not only focused on the reduction of food waste through partnerships, but the law is focused on the prevention of food loss and waste by, among other things, imposing obligations on the companies operating along the whole food supply chain. One of the most important milestones of the Law is that it was elaborated taking into consideration the views of the affected stakeholders: food producers, companies along the food supply chain and entities of the third sector. The different Ministries of the Catalan Government were also coordinated by the Interdepartmental Commission, led by the Ministry of Agriculture, Livestock, Fisheries and Food.
The case of the Project Interreg Ecowaste4food, led by the Waste Agency of Catalonia (Department of Territory and Sustainability of the Catalan Government) which has led to the creation of the Catalan Strategic Committee is also a good example of this approach. This Committee, formed by 47 organisations, was the responsible for the creation of the Action Plan for the Prevention of Food Loss and Waste (2019-2020). Although the Action Plan finishes in 2020, the creation of the Strategic Plan for the Prevention of Food Loss and Waste will give continuity to all these collective efforts for the next five years.
