Your job and responsibilities


Interested in helping to shape Green Deal policy areas? In being a part of a dynamic team, holding a wide set of responsibilities, and having frequent contact with the members of the European Committee of the Regions (CoR)?

As an administrator in the Climate, Energy and Green Deal sector (CLIM), you are responsible for: policy coordination, expert input, guidance and monitoring, and contributing to the legislative and political work of the ENVE Commission. You will need to provide high-quality policy support to CoR members and promote the CoR's political messages in the policy fields relevant to the ENVE commission.

You organise ENVE commission meetings and events, and other statutory CoR meetings.

You are also responsible for managing relevant studies, engaging actively in the Green Deal Going Local campaign, fostering regular contact and cooperation with counterparts in other EU institutions and with external partners, developing specific (inter-institutional) projects in the area of the Green Deal.


Who are we? What are the challenges for us ahead?



ENVE Commission Unit has a staff of 12 staff members and is part of the Directorate for Legislative Work I. It is divided into two sectors:

  • Environment (ENV)
  • Climate, Energy and Green Deal (CLIM)


The unit is responsible for preparing and providing the necessary resources and tools to enable the CoR to fully play its advisory role in the European Union's legislative and political process. The team assists the CoR members in drawing up ENVE opinions supporting the political process within the Bureau and the CoR plenary sessions, and is responsible for supporting follow-up and impact evaluation activities.

It is responsible for organising ENVE commission meetings and external events in the relevant policy fields. The ENVE commission supports the drawing up of the political messages of the CoR in the fields related to European Green Deal, such as climate change, energy, EU space policies, biodiversity, the circular economy, and zero-pollution.

Our main achievements:

The ENVE commission:

  • coordinates the Green Deal Going Local working group. This cross-commission initiative of the CoR aims to place cities and regions at the core of the European Green Deal and ensure that both the EU's sustainable growth strategy and the COVID-19 recovery plan translate into direct funding for cities and regions as well as into tangible projects for every territory. The ENVE commission also feeds into the related Green Deal Going Local campaign;
  • is responsible for CoR activities relating to the Covenant of Mayors, an initiative involving local and regional authorities in the fight for better climate and energy policies;
  • is engaged in the European Climate Pact, which aims to empower citizens to shape a greener Europe. CoR members are invited to join this initiative as CoR Climate Pact Ambassadors. Through the "CoR4Green Deal" project, the CoR supports the CoR Climate Pact Ambassadors in holding local climate events to raise awareness and accelerate climate action locally;
  • is in charge of co-managing the Zero Pollution Stakeholder Platform along with the European Commission. The Platform was set up to help achieve the goal of zero pollution in dialogue with stakeholders from different communities and areas of expertise, including local and regional authorities.
    At the global level, the ENVE commission plays a leading role in the CoR's involvement at United Nations' conferences for climate change and biodiversity. As such, the ENVE commission is in charge of coordinating the CoR delegation to the UNFCCC's COPs and UN Biodiversity Conferences CBD COPs.
     

Our challenges ahead:

  • ensuring stronger and more coordinated support to CoR members;
  • further increasing outreach and impact by strengthening the evidence base and quality of opinions, strengthening collaboration with other EU institutions, like-minded partners and territorial organisations, and fostering collaboration within the CoR administration;
  • driving cross-border co-operation and territorial partnerships.

JOB-SPECIFIC REQUIREMENTS

  • You have in-depth expertise and knowledge of policy and/or its implementation in the ENVE Commission' areas of competence, with a main focus on the Green Deal framework, specifically in relation to mitigation, adaptation, energy, nature and biodiversity, zero pollution, circular economy, SDGs and horizontal aspects of the implementation of EU climate and environment law, in particular on the subnational scale;
  • You have very good knowledge of CoR activities, policies, and bodies, including Green Deal Going Local (GDGL) working group and campaign, as well as strong appreciation of the different political stakeholders;
  • You have solid experience interacting with numerous inter-institutional stakeholders and external partners, including the coordination of common projects;
  • You have a strong record of delivering results in a complex public authority or organisation where a proactive approach is required;
  • You have excellent drafting skills, both in the field of policy analysis and in the domain of policy briefings and dissemination; in addition, you have strong communication skills enabling you to communicate efficiently and fluently with internal and external stakeholders;
  • You have very strong analytical skills and are able to apply them in policy work; you are a quick learner with intellectual curiosity and a strong ability to work independently and proactively;
  • You have a thorough knowledge of one of the official languages of the EU and a satisfactory knowledge of another of the EU official languages. For functional reasons, a very good command of English is required and a good command of French would be an advantage.
  • You have a good command of IT applications and tools (Outlook, Excel, Word, SharePoint, Teams, etc.).


ASSETS

  • A very good knowledge of the EU institutions, policies, and the CoR, including a strong appreciation of the different political stakeholders;
  • Good knowledge of the Climate Pact, Covenant of Mayors and of the Green City Alliance;
  • A university degree in an area relating to law, political science or environmental sciences; other degrees connected to the remit of the ENVE commission;
  • A good command of other EU languages would be an additional asset.
