Impact

The European Commission appreciates the CoR's support for key Vision actions. The CoR underlines the key actions addressed in the vision for agriculture and food, which reassures the Commission that it is on the right track, in particular the elements relating to food sovereignty, simplification, support for livestock farming, research and innovation (R&I), including biotechnology for food, and generational renewal, many of which are integrated into the CAP post-2027 proposal.
The new CAP framework recognizes regions' crucial role in governance and implementation through national and regional partnership plans developed with local stakeholders, enhancing policy effectiveness and climate adaptation.
Generational renewal tools: The proposal includes tools targeting young farmers, such as a ‘starter pack’ and national strategies co-financed by the EU and Member States to ensure consistency in generational renewal efforts.
Simplification and funding: Post-2027 CAP merges two existing funds into a single framework to simplify governance, ensure flexibility, and align measures with objectives, with a ring-fenced EUR 293.7 billion for income support and EUR 6.3 billion for market disturbance.
Research and innovation synergies: CAP continues to support research and innovation, with synergies explored through the Multiannual Financial Framework (MFF) and dedicated funds for health, biotech, agriculture, and bioeconomy at regional levels.
Support for outermost regions: The MFF includes specific provisions for outermost regions to address challenges related to remoteness, climate, and economic development, integrating various policy areas to comprehensively support these territories.
Environmental and social dimensions: The CAP post-2027 offers lump sum support to stimulate sustainable agriculture transitions and maintains social conditionality linking payments to labor law compliance, with ongoing monitoring of social impacts planned.
Rural development and LEADER: The MFF enhances subsidiarity for rural development, maintaining and strengthening the LEADER/Community Led Local Development method, encouraging integrated territorial strategies, simplified cost options, and obligatory LEADER application in disadvantaged rural areas.
Regarding sustainable food systems, the Commission disagrees with the statement of the CoR that this strand has been scaled down. The Vision announces actions on school schemes, public procurement, plans for a comprehensive protein plan, and a food dialogue. The food dialogue is an excellent opportunity to fulfil CoR recommendation for further exchanges on the topic.

Essential points

THE EUROPEAN COMMITTEE OF THE REGIONS (CoR)

- calls for the regions to play a prominent role in the governance of Strategic Plans, with guarantees to avoid distortions of competition among farmers;

- welcomes the proposal to better target public support towards those farmers who need it most, paying particular attention to farmers in areas with natural constraints, to young and new farmers, and to mixed farms;

- emphasises that market regulation mechanisms, such as public stocks or supply control measures, can effectively complement direct payments and free up resources to support farmers in their green transition and stabilise market prices by preventing speculation;

- recommends further amending the common market organisation to guarantee farmers prices that at least cover production costs, to prevent crises and support farmers in times of crisis;

- calls on the EU to introduce a principle of reciprocity in agricultural trade to encourage greater fairness and solidarity in trade relations and to tackle unfair trading practices;

- considers that farmers must be supported adequately in the transition to sustainable farming and therefore the CAP budget for reaching this goal should be supplemented with additional resources;

- recommends that action be taken to ensure that the aims of social conditionality can be achieved across all agricultural sectors to limit distortions of competition between local and regional authorities linked to different labour costs;

- calls for place-based policies to be bolstered and better targeted by boosting the capacity of the CLLD/LEADER instrument to meet the increasing expectations of rural development and territorial cohesion;

- welcomes the proposal to organise annual Food Dialogues and highlights the role of local and regional authorities in designing supportive food environments through community-led initiatives.
