Your job and responsibilities

Interested in ​applying your IT and project management skills for guiding teams of technical experts on a wide variety of IT infrastructure projects​? Like to help your colleagues ​ensuring that the Committees' digital infrastructure is reliable, cybersecure and performant, as well as continuously evolving and fit-for-purpose to meet our stakeholders' needs?​ 

 As a ​Technical Project Manager​ in the ​Digital Platforms unit​, you are responsible for ​making sure that digital services and platforms operated by the unit are delivered and operated efficiently and in line with the organisational objectives.  You will be in charge of leading small teams of IT experts in the set-up or operation of digital infrastructure or platform services (ex. cloud, on-premises hosting/virtualised servers/storage, M365 platform). The ideal candidate will blend a broad operational IT knowledge (hands-on) with a service-oriented mindset and effective communication and project management skills. S/he will bring focus and structure to project teams to realise the expected outputs with a high quality and in a timely way, dive into technical topics when needed (ex. contributing to design and documentation), as well as take action to support the full lifecycle of new and existing services (ex. engage with first line/Service Desk and stakeholders to define the support model, design service performance levels and collect data analytics/monitoring information, perform service capacity and budget planning).​ 

 You are part of the dynamic team of the ​Systems Administration and Cybersecurity sector​, which consists of ​seven officials (including the head of sector) and four consultants.​

The Digital Platforms unit is part of the Directorate for Innovation and Information Technology (DIIT), one of the Joint Services supporting both the European Economic and Social Committee (EESC) and the European Committee of the Regions (CoR). The Directorate's mission is to offer advanced digital solutions and services that cater to the evolving digital requirements of the secretariat and members of these Committees. We provide digital expertise, ensure reliable infrastructure, safeguard data, streamline processes, and prioritise user-friendly solutions. Our goal is to enhance efficiency, engage stakeholders, and thrive in the digital age through business partnership and proximity, and operational excellence.  

The Digital Platforms unit is powered by 20 staff members, 5 external service providers, and a budget of 4,5 million EUR. Organised in 4 sectors (Digital Infrastructure, Systems administration and Cybersecurity, Data systems, and Network and telecommunication systems), the unit safeguards the integrity, robustness and performance of the Committees’ digital infrastructure.  

 Our emphasis on continuous improvement of services, collaborative efforts between institutions in crucial areas like cloud computing, cybersecurity, and digital transformation, along with opportunities for innovation and delving into emerging technologies, provide for an engaging environment for the design and operation of cutting-edge digital services and platforms.  

Recent achievements of the unit include the activation of database virtualisation and a new Virtual Machine server farm, the roll-out of cloud-based e-mail and a new network topology, the enforcement of multi-factor authentication, cybersecurity patching and overall awareness raising. 

Our future challenges are making sure the Committees’ IT landscape is compliant with the new cybersecurity regulation for the EU entities (ex. introducing a new Public Key Infrastructure), broadening the use of cloud services and delivery models (IaaS, PaaS, SaaS) to reduce the impact of legacy infrastructure and technologies, expanding the Committees’ digital workplace (Identity and Access Management, the M365 platform, IP telephony, improved mobile device management and virtual desktop infrastructure), and continuous optimisation of the application-centric server infrastructure and network (backbone, LAN, Wi-Fi).

Job-specific requirements

  • You have passed EPSO CAST FGI/IV[1]
  • You possess a strong technological background (hands-on experience in an operational IT context is an advantage), enabling you to understand the broad service portfolio, assess and prioritize business needs while considering technical constraints and opportunities. 
  • You have proven expertise in IT Project Management and Service Delivery Management, with a track record of delivering successful outcomes. 
  • You have experience with Service Level Management, monitoring and evaluating the performance of services against agreed targets. 
  • You excel in communication, with the ability to effectively engage and collaborate with diverse stakeholders at all levels. 
  • You can effectively handle business conflicts and negotiate solutions. 
  • You know Committee policies and regulations pertaining to IT (EUDPR, AI Act, Cybersecurity regulation, …) and know how to evaluate compliance with them.  
  • You have a thorough knowledge of one of the official languages of the European Union and a satisfactory knowledge of another of the EU's official languages. For functional reasons, a thorough knowledge of English is required; a satisfactory knowledge of the French language would be an asset.
