Objective

amend the legislative proposal of the European Commission to insist on limiting the administrative burden incumbent on startups and small and medium size companies;

influence in this sense, the approach of the EU JU HPC to the setting of the criteria for those startups and SMEs which wish to have access to these facilities with a view to training their AI models;

call on the European Commision and the EU JU HPC Board to live up to their commitments in the 2021 Regulation to consider policy synergies and the regional aspect;

enlighten the relevant actors about the role of the regional research and innovation ecosystems in the context of EU policy development for the support of AI;

stress the need for adequate labour protection vis-a-vis technology;

require policy consistency providing certainty for regional actors;

launch a reflection with the other institutions and stakeholders as to whether the current EU policy mix is enough to ensure international competitiveness in the area of generative AI and explore alternatives.

Impact

In its reply to the CoR Opinion, the European Commission has stated that its position was in alignment with the opinion of the Committe regarding a strong commitment to fostering the development and use of trustworthy AI across the internal market.

More specifically, the European Commission has stressed that AI Factories will create synergies at regional and local level and will cooperate closely with all these initiatives as well as with other relevant AI initiatives.

Essential points

THE EUROPEAN COMMITTEE OF THE REGIONS (CoR)

- notes that access conditions to start-ups and small and medium size enterprises striving to develop foundational models of ethical artificial intelligence by applying for the use of the EU HPC capacity should be set in a way minimising administrative burden and applying flexibly the new EU Artificial Intelligence Act, commensurately with the situation of start-ups and small and medium-sized enterprises;

- considers that adapting, expanding and supplementing existing programs such as Regional Innovation Valleys or Digital Innovation Hubs could help European start-ups and established companies to be competitive in a global market; insists that funding procedures for AI start-ups should: (1) be offered as quickly as possible to help companies be more agile; (2) encourage initial phase investment; (3) support them after launch, and (4) take into account that a high percentage of funded start-ups could fail (a fail to succeed mindset);

- encourages the development of interregional AI projects that can connect cross-border expertise and resources, supported by EU funding mechanisms like the European Regional Development Fund; supports the establishment of regional talent hubs that focus on advanced training in AI, working closely with local universities and vocational training centres, to retain local talent, support regional innovation systems, and attract international experts.
