The project promotes sustainable development and has a major influence on developing economic and social cohesion, with goals including revitalising the economy of the Roman area.

Given its proximity with the Moldova river, the town saw developing the hydropower potential of the Roman area (in the county of Neamț) as a good opportunity, in terms of producing renewable energy and as a driver of local development.

Roman is the first local administration in the country to own a micro hydropower plant, and the town council is also authorised to produce electricity.

In its first two years of operation (2015 and 2016), the plant produced around 2 900 MWh of energy, covering the energy needed for the street lighting, schools and public institutions for which Roman town council is responsible. The energy produced is intended solely for consumption by the community, and is not sold on to third parties. For instance, the town council saved around EUR 100 000 in the first half of 2017.

The money saved can be used to finance other projects of interest to the community, so that ultimately both the community and the town benefit.
