You are invited to take part in a hybrid stakeholder consultation, which will take place on in room JDE 52 of the European Committee of the Regions and online (via Microsoft Teams).
The CoR has appointed Ms. Sari Rautio (FI/EPP), Member of the Hämeenlinna City Council, as rapporteur for the opinion on the "Multiannual Financial Framework (MFF) post 2027, including own resources package".
In order to enrich her opinion, the rapporteur would like to gather your views and feedback on the following questions:
Does the European Commission (EC) proposal address the huge investment gap the EU suffers in terms of delivering on its increasing ambitions? What is your assessment of the balancing out of political priorities in the proposed MFF 2028-2034?
Is the MFF 2028-2034 proposal strategic and cohesive? Does it strengthen economic, social and territorial cohesion? Will it be an enabler of place based policies, irrespective of the management mode of the Fund that financially support these policies (direct, indirect, shared)?
Is the MFF 2028-2034 the expression of a new culture of trust with local and regional authorities as strategic partners in delivering the EU strategic agenda? Or does it display a top down approach, based on an almost exclusive dialogue between European institutions and national governments?
Do the proposals aiming at making the EU budget more flexible and more responsive annually strike the right balance between flexibility and predictability? Are there any concrete ways to make these provisions more responsive to local needs?
How do you assess the proposals to make the EU budget more agile to respond to unforeseen needs? How do you assess the proposals to increase and streamline the use of (non-thematic) special instruments and the flexibility Instrument to top up any multiannual programme? Do you see all these proposals as sufficiently protecting policies and funds that support long term investment from being treated as an adjustment variable?
Do no harm to Cohesion : do you agree that the EC should commit to conduct without delay territorial impact assessments (TIA) of its proposals, in line with the Better Regulation agenda and in view of supporting the co-legislators in negotiating and adopting more spatially aware legislation?
What is your assessment of the simplification measures proposed by the EC in the frame of the MFF 2028-2034 package? Do you think there is a need to launch a 'reality check' of the simplification proposals, including meaningful consultation with stakeholders and the partnership at all levels, and a guarantee of readiness to withdraw aspects which prove to be unrealistic or premature for 2028-2034?
