The introduction of a pay-as-you-throw-scheme is considered to be one of the main levers for further improving differentiated waste collection and for achieving a collection rate of 80%.

​​​​​The constant increase in waste resulting from the "consumer" lifestyle that we lead is becoming a problem that could put the environmental sustainability of our country at risk.

For many years, the Municipality of Novara has been encouraging maximum differentiation of waste through its extensive door-to-door collection system, which is particularly convenient for citizens, along with constant environmental and information campaigns and the involvement of school pupils.

Monitoring of non-recoverable waste disposal through the tagging of bags or containers supplied to the user is the next step, providing new impetus to further improve results.

After an appropriate advertising campaign and meetings in the local area, each user is provided with their own individual receptacle for disposing of non-recoverable waste (e.g. a disposable bag, an individual container or a pass granting access to a shared container). This means that each time the user disposes of non-recoverable waste, the corresponding data is detected and sent to the database. The volume is measured (litres), taking into account the capacity of the equipment provided. The weight is calculated by applying the specific weight of the waste calculated the previous year.

Once the system has been successfully rolled out, in addition to the excellent results achieved simply by monitoring waste disposal, it will be possible to introduce "pay-as-you-throw" schemes. These schemes will introduce financial penalties under the waste tax (TARI) for those who have disposed of more than the permitted limit of non-recoverable waste.
